What You Should Know About the New Requirements

On July 1, 2025, a new Ecodesign regulation from the EU (EU 2024/1103) will come into effect, introducing stricter requirements for energy efficiency and functionality of local space heating products – including electric underfloor heating systems and thermostats.

Here’s an overview of what this means for you as an installer, consultant, wholesaler, or consumer.

What is Ecodesign?

Ecodesign is the EU’s framework to ensure that products use energy and resources as efficiently as possible – both during use and throughout the product's entire life cycle. A good example of similar legislation is the EU’s transition from incandescent bulbs to LED lighting.

The goal is to reduce environmental impact and support the green transition without compromising on comfort and functionality.

What Does It Mean?

  • All space heating systems must now be regulated using thermostats.
  • Electric heating systems – including mats, cables, and thermostats, whether sold individually or as part of a set – will, from July 1, 2025, be subject to the requirements set by the EU.
  • In addition, similar requirements from the same regulation also apply to towel warmers, electric panels, and more.

This means that electric underfloor heating may only be installed with thermostats that comply with the new Ecodesign requirements. Furthermore, there are requirements regarding energy efficiency, control, and documentation that both manufacturers and installers must be aware of.

Stricter Requirements for Space Heating

According to the new Ecodesign requirements, space heating systems must be controlled. The specific requirements vary depending on the system’s configuration and the functions of the thermostat.

Here is an overview of the possible DEVI solutions for electric underfloor heating control:

  1. Time Control (Weekly Program): Programming of temperatures based on time of day and day of the week.
  2. Open Window Function: Automatically reacts to sudden heat loss – for example, when a window is open.
  3. Remote Control via App or Internet: Enables heat control from outside the home.*
  4. Adaptive Start: Ensures the room is warm at the desired time – without using unnecessary energ
